Fraser specializes in planning, local government, and environmental law and has practiced exclusively in this jurisdiction for over 13 years. He has specific post-graduate studies in this area which provides him with specialist knowledge of potential pitfalls, how to anticipate them, and how to best navigate them.
His expertise in planning and environment law is complemented by his property and commercial law background.
Fraser's experience includes acting for State government, local government, property developers, and commercial clients across a diverse range of property projects, advising on environmentally relevant activities, land use assessments, and acquisition and compensation.
He regularly appears on behalf of both state government and private developer clients in the Planning and Environment Court, Supreme Court (Court of Appeal), and Magistrates Court on all manner of appeals, originating applications and complaints.
Fraser has experience in providing 'front end' advice to significant commercial clients on a range of complex issues involving statutory interpretation generally. He appreciates the importance of providing strategic advice on land use issues from both the town planning and environmental perspectives, addressing statutory requirements, and negotiating conditions of approval.
His experience extends to advising on infrastructure charging regimes, drafting and negotiating the terms of infrastructure agreements, implementing development compliance programs, due diligence, and management matters.
